What they are describing, most people would call "annealing". It has nothing to do with the piston rings. I do not judge the need for annealing, just state what it does. Annealing can be done any time. Absolutely any time. Do you disagree? The theory of the hard-running piston ring seal is that it needs to be done early to work at all. I do not judge the validity of the theory, just state the basic premise. Sounds like both things can be done, if done in the right sequence. But why is this not obvious to you and everyone else?
